Human-based measurement techniques have been applied, considering that it would be incomplete to measure the development of countries only at the level of growth and economic development. At this point, Human Development Index (HDI) was created in order to compare the level of development between countries, taking into account the income, health and education indicators by Pakistani economist Mahbub ul Haq for the United Nations Development Program (UNDP). The increase in lifespan, the increase in education level, the increase in gross national income per capita indicates that the development index of a country is high. In this study, what it means to work in the Human Development Index, its elements, Turkey's progress report and the differences between the countries will be examined. The aim is to reflect that the human development index is a guide for achieving a better life and development level for people.
