Despite the declaration of Bulgaria's independence in 1908, the Ottomans have continued to maintain and develop multifaceted relations with the Muslim Turkish population who had not migrated from there to Anatolia. One concrete example of this relationship is the Madrasah-Nüvvâb. The said institution was where the army headquarters were, it was the region which was of great strategic importance, and it was in one of the most important cities of the region, Shumen, during the Ottoman State period. It was founded by the Constitution of the Bulgarian Muslims Religious Affairs Organization in 1919 in order to meet the religious and cultural needs of the Muslim Turkish people and in order to train the necessary staff such as imam-hatip (preacher), mufti and deputy of cadi for this commitment. Later, by the 1920 decree of the chief mufti Süleyman Faik Efendi, the Fundamental Constitution, Program, and Internal Instructions Guide of Madrasah-Nüvvâb was prepared. Accordingly, it is understood that the school consisting of two parts tâlî (high school) and âlî (college) is a very functional educational institution beyond being a classic madrasah and a religious school where religious sciences such as the Holy Quran, Fiqh, Arabic Language and Literature, Islamic History and Kalam as well as modern sciences such as Turkish Language and Literature, Physics, Chemistry, Geography, Mathematics, Calligraphy, Art, and Pedagogy are taught. In this research, it was focused on the foundation, function and curriculum of the school. In addition, the Fundamental Constitution, Program, and Internal Instructions Guide of Madrasah-Nüvvâb has been simplified and brought to the attention of those concerned.
