A PUBLIC POLICY TERMINATION ANALYSIS ON DISADVANTAGED GROUPS: THE ELIMINATION OF EX- OFFENDER EMPLOYMENT BURDEN ON PRIVATE SECTOR

Helping ex-offenders’ reentry to social life is a mutual issue for all countries around the world. Public policies produced by the state and the other actors have a significant role on helping those people adapt to social life. In Turkey, a modification made on Labor Law has attended a public policy that collided with the purpose of helping ex-offenders’ reentry to social life. This study anlayzes the public policy implemented by that aforementioned act. In the study; document reviews, statistic datas and a field research which consists of an interview with some specialists of the topic are taken place to support the public policy termination anlaysis. In the conclusion of the study, various suggestions related to the analysis are submitted for the public policies which will be produced about this issue in the future.
