John Locke is one of the contemporary philosophers of the 17th century. His ideas and political philosophy and political liberalism were regarded as founders. Locke, as a social contract theorist, speaks of a state of nature before being passed to civil society/state. Since the conclusion of a contract between people, the rights such as equality, justice and freedom that have existed since the state of nature have passed to the state under certain circumstances. However, the government has a limited power to govern, and the greatest assurance is that the people exist. The rights of nature are protected by legal laws in civil society. This study is outlined in the main lines of political liberalism in the context of Locke's views on state theory. In this context, care has been taken to ensure that Locke's important works are cited
