n this study, it is aimed to contribute to the concept of ethics by developing a scale to determine the ethical leadership characteristics of the school principal. Unlike existing ethical leadership scales, the management of the school principal has been dealt with financially and managerially in terms of ethical characteristics. In this respect, the ethical scale can also be used to determine the perception of corruption. Ethical leadership can lead to an inadequate school environment and inefficient teachers and negative attitudes towards school. Screening model was used in the research. The chosen universe for the development of the scale is the teachers who work in different school types in Sultanbeyli district. The sample consisted of 316 teachers, who were determined by simple coincidence. A pool of material consisting of 51 questions has been established that can be asked in financial affairs by discussing with the teachers and administrators about the research. The item pool was shaped by expert opinion and applied to teachers working in different levels of schools providing education in various socio-economic levels and different areas in the Anatolian side of Sultanbeyli district of Istanbul for factor analysis (316). The internal consistency analysis (Cronbach's Alpha) was performed at the end of the study. Following the first analyzes to determine the internal consistency reliability of the scale, the total Cronbach yap?lans Alpha value for the whole test was calculated as α =, 988.
