Due to the weakness of religious and moral sensibilities, especially in present time, the debts based on the contract are postponed. The issue may damage both financially and morally to indivuals and institutions. For example ; the businesses which can not transfer its accounts can lose both their social credit and confidence and also go bankrupt. Besides, when the debt is paid on time, it is most probably possible fort he creditor to make a profit. But, when the debtor is late for paying, the creditor can lose the benefit.
The providing of the debt on time is definitely important in social and economic life. So, The countries have formed judicial regulations to coordinate the relations between the creditors and the debtors. In addition, psycological constraints are applied to the debtors with moral sanctions. As a result, we can mention that some kind of measurements have always been both in written documents and oral statements.
