Local governments are evaluated as administrative units authorized to meet the common needs of people living in a specific region. These units are; decision-making bodies are structures elected by the inhabitants of that region, whose managers fulfill the duties and powers determined within the framework of laws and have their own administrative and financial autonomy. The economic, political, and social analysis of these structures examines the concept of urban policy. The urban policy usually deals with the municipality's decision-making processes, elections, powers, and responsibilities, where economic, social, and political problems are related to the city. Also, urban policy evaluates the cities' planning processes and the policies related to urban space use. There is a historical and sociological relationship between the development and growth of cities and the concept of industrialization. The city both affected industrialization and was affected by industrialization through the historical development of industrialization. Industrial zones are urban spaces where industrialization and the relationship of the city are visible. In this study, municipalities' planning processes, which are local government units, are revised regarding industrial zones. Industrial estates and organized industrial zones' establishment processes, legal bases, and places which are defined as industrial zones in our country are analyzed concerning local governments.
