Development plans for a five-year period largely aimed at clarifying various issues such as employment areas in public services, salaries, the quality and quantity of public servants, the administration of personnel within and among state institutions by emphasizing that reforms set forth to improve the employment strategies are not realized. In this respect, it is highly important to improve the human sources for the public administration along with an effective human sources plan. For example, ninth of the fiveyear development plans emphasizes the exigency of a new regulation that would replace the prevailing Law No. 657 on Civil Servants. Tenth of the five-year development plans is focused on designing a human sources model that would enhance the service quality and personnel efficiency. On the other hand, the recent statements of officials indicate that the regulations regarding the civil servants are to be delayed by 2019. Furthermore, the goals such as adjustment of civil servant’s personal rights, the redesign of employment process, formation of performance evaluation system, the easy access of public servants to carrier planning and in-service education activities, the generalization of in-service implementations along with targets in regard to maximize the knowledge and skills of public servants, are emphasized. This study attempts to propose a set of strategies and policies for the improvement of public service administration through five-year development plans by content analysis method. In this regard, the success of policies designed for the regulation of administration of public employees and endeavors for the newly-set goals within the given context are to be discussed.
