The development of steam ship technology has caused a large increase in world trade volume at 19th century. International trade was encouring a development in international maritime law too. International trade, rules of crossing waterways and straights was forcing governments to standardize ship measurment systems. The disagreement about Suez Canal toll was the cause of discussing this problem at international platform. Ottoman government invited European countries to a meeting for solving this disagreement. Conference held in 1873 in stanbul. The decisions that has been taken in the conference contributed to the development of international maritime law. The implementation of the decisions at Ottoman Imperium has got a very common relation with modernization of the state in 19th century
