Disasters in our country primarily affect village settlements and cause considerable damages due to many factors such as unplanned settlements, use of non-durable materials. The low population /population density of the village settlements, the low number of housing availability, the fact that the problem is not as large as in the cities are the main factors underlying the less consideration of these settlements. The purpose of this research is to reveal and evaluate the legaadministrative framework on the subject by examining the legislation, legal and legal regulations that include village settlements in the context of disaster / disaster risk. Legal/administrative arrangements have been discussed in the historical process. With this research, it was aimed to draw attention to the legislative evaluation and analysis studies regarding the disasters, which were carried out for cities where large-scale interactions were experienced during / after disasters or whose general framework was very broad, by opening an analysis area that includes villages and contributing to filling a gap in the literature.
