When CHP in one-party period is addressed as a whole, -along with some changes from year by year- within legitimacy environment provided by organizational culture based with obedience and loyalty to leader, ultra centrist organization structure that one-man (autocracy) and his close colleagues (oligarchy) was active at administration process came into prominence. Within the organizational and administrative structure where top-down hierarchical organization model was adopted, common members –also high-level delegates- were excluded from the party’s decision-making and administration process. Despite that,, a radical conception change towards inner-party democracy appeared in CHP’s organization structure and administration conception after crossing multiparty system. The purpose of this study is to find out the Republican People Party’s organization structure and administration conception during one-party rule period (1923-1950) and to analyse organizational and administrative changes in the process by considering the relation with ideological tendency and organizational culture. For that, as a method, with the starting process of 1919 Sivas Congress Bylaw, it will be addressed the effect of 1923 Establishment Bylaw and new regulations and changes which is made in bylaw at CHP’s following congress, over organizational and administrative structure.
