BANDITRY EVENTS IN THE PROVINCE OF RUM ACCORDING TO THE MUHIMME BOOK NUMBERED 78

Banditry Events took place in a certain period of the Ottoman State, as many states have seen throughout history. The main source of our research, No. 78 Muhimme Book, covers the provisions that were recorded in 1609-1610 in which there was a common bandit movement in the Ottoman central provinces. In our study, the provisions of banditry belonging to the Rum State in the book were examined and the quality of the bandit movement in the province was revealed. Within the scope of the examined provisions, banditry movements were evaluated under different headings such as banditry of Celâli Team, rogue movements of ehl-i orf and ehl-i ser emeralds. Celâli groups persecuted the people by marauding, battering and massacring. Members of the Ehl-i orf who served in the posts ranging from fortress guards to state administrators and the Ehl-i ser section, which constitutes the education and judiciary of the state, also benefited from the existing authority vacuum. The Ehl-i orf group made torture such as collecting irregular taxes and money, marauding and battering in conjunction with bandits. On the other hand the, Ehl-i ser section, has neglected the public by ignoring the duties of tax collection and judgment.
