Refik Halit Karay, Sabahattin Ali and Nurettin Topçu are writers who have written their works at different periods of Turkish literature. The concept of ‘Anatolia’ has an important place in the stories of all of these three writers. Despite the fact that they have different world views, the way they consider the troubles of Anatolian people shows some similarities. One of these similarities is that the issue of bureaucracy and public officers in Anatolia. While Refik Halit mostly stresses the incompetency, irresponsibility and laziness of bureaucrats and public officers (In the stories of “?eftali Bahçeleri”, “Boz E?ek”, “Vehbi Efendi’nin ?üphesi” etc.); Sabahattin Ali strongly criticises the cruelty of bureaucrats and public officers, and how bribery and malpractice have harmed Anatolian people (In the stories of “Ka?n?”, “Komik-i ?ehir”, “Fikir Arkada??”, “Candarma Bekir” etc.). The way Nurettin Topcu, who is a Rebuplic era storywriter like Sabahattin Ali, describes the bureaucracy of Republic era Anatolia is similar to those of other two. He too strongly criticises the undeserved promotions of bureaucrats and the high levels of bribery and favoritism. In his story “Memuriyet Hayat?”, he criticises the prevention of promotions of public officers by their superiors because of their self-interests.
