Religious services which have an important place in contribution to the rehabilitation of the prisoners and reintegration of them to the community have especially commenced to be carried out in a more efficient way since 2001. However, there have been some problems which arise from the reasons such as the structure and operation of the penal institutions, negative standpoint of the prison officers to religious services, insufficiency of personnel employment who they are expert in the field of prison chaplaincy, the absence of essential equipment and material. The existence of these problems affects religious services as well. To make religious services active much more is possible by taking necessary steps to eliminate these negative situations. In this article, firstly, we aimed at determining the problems which have been experienced in course of religious services in the light of the views of 336 personnel who have been employed at the Presidency of Religious Affairs and work at the penal institutions. Secondly, we brought some proposals to activate religious services in the prison settings much more in the light of the recommendations of the participants, our researches related with the fieldwork and our experiences as a prison chaplain.
