Liberalism favors non-govern mental organisations (NGO) as an actor in International Relations after cold war. Radical/critical theories emphasise them more with a comment to an absolute non-state character. Mars Mira is a movement which has supra-national attraction among the commemorations in Bosnia after the war. This march against the Srebrenica genocide is an exemple of becaming th e civil society as an actor in International Relations. It is an organisation which has a decentaralized character. It doesnt seem as a typical NGO but rather it is like taking action by the civil socity in a volunteer manner. It has also common points with the new social movements like political campaigns. But it doesnt quit the principe of amateurism and never lost its natural vision. In this way it takes many participants from all over the world. If a question is in the agenda of International Commu nity so United Nations, civil movements of this question will have the chance to be international. The Srebrenika case in Lahey Tribunal was for Bosnian Mars Mira like this.
