The contribution of our country to sporting potential and dynamics, competitive advantages, local and regional development is increasing day by day. Social Support Program which was established in order to eliminate the regional instabilities defines the general problem area of this research. In addition to the national development concept which fights poverty and enables the production factors to be used better, the concept of regional development that determines local problems and solves them by utilizing the city’s potential has started to be accepted. The research has the aim of examining cultural, artistic, and financial support programs held in Bingöl between 2013 and 2015 and the projects of Social Support Program which is subject to the Ministry of Development as well as the financial contribution that the projects have made in terms of regional development. Social Support Program, which was funded by the Ministry of Development and conducted by local governorship, carried out 2159 projects and financed 296.696.345 TL in total between 2013 and 2015 in Turkey. This data was acquired with a method of document conceptualization by Governorship EU Projects Center in line with the Ministry of Development. Sports and sports organizations are very significant components of these developmental schemes. As a result, the social support program of the Ministry of Development contributes to the urban and regional economy in the country and regional development of culture, arts and sports projects
