Democracy is shaped as a form of government rather than as a form of state. At the same time in the world history, especially XVII. century as a concept began to be expressed. Democracy has some requirements. All of these may exist in the countries governed by today's democracy, or some states may claim that they exist. In the old history, even if not as a concept, democracy was able to find some place in practice. Particularly in Turkish Islamic civilizations, there were appropriate responses to democracy, especially human rights and freedoms. The aim of this study can be expressed in the context of various questions. These; is the concept of democracy taught in social studies education perceived to include only the recent historical process? When the historical process goes back to much older histories, are the democratic practices revealed by the Turkish-Islamic civilization adequately expressed in the subject of democracy today? Are the 18th-century western democracy or the history of democracy in the entire historical process in the textbooks read today? The answers to the questions constitute the purpose of this study. In the method part of the research, document analysis method which is a qualitative research method was used. In the 2018-2019 academic year, which the teachers and students used as the main source and followed the documents for of the research, the 4th-5th-6th. and 7th grade Social Studies courses.
