The aim of the study was to design an in-service training program to meet the needs of Turkish and primary schools teachers
in teaching Turkish to foreign students. Case study was used in the study. The program was designed within the framework of the Taba
Model, student-centered design and subject-centered design. In the first stage, needs analysis was done. Interviews were conducted
with 50 Turkish and primary school teachers determined by the purposive sampling method. Data were collected through open-ended
interview form. In the analysis of the data, content analysis was used and three themes (needs for the basic features of teaching Turkish
to foreigners, needs for the regulation of learning-teaching processes and educational environment, needs for the planning of teaching
Turkish to foreigners) were obtained. 23 targets and 69 behaviors were determined to meet the needs. The content of the program was
created in accordance with the goals and behaviors and four units (information on the features and general objectives of the program,
basic information about teaching Turkish to foreigners, learning-teaching processes in teaching Turkish to foreigners, planning of
teaching Turkish to foreigners) were determined. Then, learning experiences, learning activities and evaluation stages were organized.
It is thought that the designed in-service training program may be useful in eliminating Turkish and primary school teachers'
deficiencies in teaching Turkish to foreign students.
