Assessment and evaluation is crucial today not only for primary and secondary school teachers, but also for the instructors working at universities because assessment and evaluation should be done so as to make educational studies meaningful. This study aims to determine the competencies and perceptions of English language instructors in terms of assessment and evaluation. The study group of this research, which is designed within the framework of a qualitative research approach, consists of 15 English language instructors working at a state university in Kayseri. In this study, the interview was conducted with the instructors and the opinions of instructors were obtained through semi-structured interview form. Findings obtained from the research point out that the participants perceive and describe the assessment and evalution process appropriately. The participants are also familiar with basic principles of assessment evalution process and they could distinguish the difference between the assessment and evaluation very well. Moreover, the participants listed the five features that the assessmet tools must have as; validity, reliability, applicability, different question types and strong distractors.
