“Literary Locality” has great importance in raising of poets and scholars in Ottoman era. Diyarbak?r is one of the these literary locality. Many poets have grown up in the community of poets which was named as “Diyarbak?r Encümen-i Dâni?i” by Ali Emîrî. According to Tezkires, Diyarbak?r is the 5th with 40 poets among locality which raised poets in Ottoman lands. Of these, poets like Vâlî, Lebîb, Hâmî ve Emîrî have a great contribution to our literature. While some of these poets’ reputation has transcended the boundaries of the Diyarbak?r and spread a portion of Ottoman geography, some of them have been able to announce their voice only within their locality. However, our cultural presence should take into both great and small our values. It is important in terms of our cultural values that not only well known poets being revealed, but also except from them. The aim of this study present Feyzullah Râ’if Âmidî (ö.1307/1889-90)’s, who raised in Diyarbak?r but his fame did not exceed from Diyarbak?r, poets and literary personality.
