The concept of design, in which all individuals who make up the society have equal rights and have the opportunity to Access
and use with an equal understanding without difficulty, is called universal design/design for all/inclusive design/life-long design. The
importance of universal design concept has increased in recent years to protect the living standards of individuals with various physical
obstacles, to ensure ther participation in the society, to create employment and to protect their education rights. Equal Access and use
definition for all is of great importance, especially in public spaces. In public spaces where individuals with different physical
characteristics have the right to use and receive services, designs and arrangements in accordance with universal design criteria are
required. This study was created with a qualitative research method. The relevant legal regulations were examined, the structural
arrangements and design criteria required in order to ensure equal use and Access opportunities for everyone in public spaces were
mentioned. Elements such as measurement standarts, color and material choices, lighting criteria and safety were emphasized.
Suggestions were made about the arrangements and designs that should be made in order for public buildings to be accessible place for
everyone, and they were presented in tables in the relevant sections together with the legal regulations.
