It is possible to find the embryonic form of social security in Europe in legislation of poverty, labour and residence. Historical transformation from social relief into social insurance has taken place firstly in England. However in Germany this transformation was very late than England. Social security in both country began to support paupers. Simultaneously legislation of labour and residence was enact. By this legislation bourgeoisie found out workers free from land which was necessary for the capitalist mode of production. This was not only the result, in fact the reason of the historical transformation from social relief into social insurance. In this paper, we will try to analyze this historical transformation by comparing Bismarckian and English social security systems
