It is possible to enumerate the list of technologies and discoveries that were made with inspiration from the knowledge based on revealing the hidden realities of the World. For example, paper-printing press and nuclear technology could be accepted as two big discoveries in the context of the development and modernization in the World in 1450-1950. However, 200 year delay in the arrival of the printing press that the western World had begun to use to the Ottoman Empire, and again, approximately 100 year delay of nuclear technology to Turkey, while the western World has already been building the fourth generation nuclear power plants could be evaluated similarly.We could evaluate the delay of the printing press in the Ottoman and the delay of the nuclear technology in Turkey as similarsociological phenomena. For example, knowing which institutional structures and conceptual perceptions, based on the Ottoman Empire’s and society’s thinking, influenced the delay of the press is important for knowing the reasons of the delay in the nuclear technology in Turkey. In this way, the similarity between the delay in bringing the press to the Ottoman land and the delay of the nuclear technology could be discussed and evaluated in terms of the relationship between technology and society.This study is an attempt to compare and reconsider the fact that the press arrived late to the Ottoman Empire with reference to the late arrival of the nuclear technology.
