In this article, firstly the concept of prison will be emphasized and then general information will be provided about how prisons became widespread in the Ottoman country; the reform efforts through regulations (nizamname) because they were neither sanitary places nor physically appropriate; and how new ones had to be opened due to necessity. Afterwards, the Kütahya Prison, built in after 1880 Regulation, will be addressed. Information about the Kütahya prison can be acquired from such documents at the Prime Ministry Archives as attendance registers, payroll sheets, explanation document, exploration documents, documents of renovation and appropriation. Based on such information in these documents as the physical situation in the prison, the number of inmates in both male and female prisons and jails, types of their crimes, economic activities of the inmates, prison officers and their wages, restoration works on the prison, the necessary reforms, health and sanitary conditions, epidemic illnesses and precautions against them and attempts to set up a prison hospital, an evaluation will be presented.
