Being located within the boundaries of Erzurum-Kars Section of the Eastern Anatolia Region, I?d?r province is between the northern latitudes of 39′-41′ and the eastern longitudes of 43′-45′. The province neighbors River Aras (extending along the river bed) and Armenia in the north and northeast, Nahcivan and Iran in the east and southeast, A?r? province in the south, and Kars province in the west and northwest. Having a surface area of 3.664 ², I?d?r used to be a district of Kars and then became the 76th province of Turkey in 1992 due to its socioeconomic and geographical features. With this surface area, I?d?r province covers approximately 0,47% of our country’s land and is the 76th among the provinces in Turkey in terms of surface area size. On the other hand, the city which ranks last among 15 provinces in the Eastern Anatolia Region by its surface area is a province with the smallest surface area in the region. Being the 73rd in our country in terms of population (192.056 people), I?d?r has only 0,25% of the Turkish population. The province that administratively holds three districts (Tuzluca, Aral?k and Karakoyunlu) apart from the Central District has 161 rural administrative areas and 7 urban administrative areas (1 in the Central District of I?d?r, 3 in district centers and 3 in towns).
Civil administration is directly related with the science of geography, as well as people and space. According to the civil administrative division systematic of Turkey, provinces constitute the largest administrative regions of our country. Analyzing the units that constitute the civil administrative divisions of I?d?r province, which is among the smallest provinces of our country by its surface area, will enable us to understand the administrative geography of the province much better. Investigating I?d?r especially in terms of administrative geography, this study primarily approaches the place of civil administration areas of I?d?r province within the administrative division systematic of the country and the region, as well as their internal structuring and foundation. The study also analyzes the reasons for status changes in civil administration areas and other regulations within the historical process, and examines the present administrative division structure, urban administrative areas and rural administrative areas of the province in terms of geography in detail. Being approached as the administrative geographical analysis of I?d?r province, which is located on the eastern border of Turkey and is one of the border provinces; this study is highly expected to contribute to introducing our country better just like other relevant studies.
