Abstract Existence of supports and incentives is important in enhancement of entrepreneurship which is considered as the engine of development. In terms of time concern, there is no excessive difference between neither present nor past. Industrial revolution turned coal into a strategic energy resource and also posed effective and efficient supply of this product from national sources. In this study mining sector and incentives employed to develop the sector in the Ereli Coal Mining Basin in the West Black Sea, where mining started by mid-19th Century, were examined. The study sheds some lights on mining initiatives and incentives during the period of 1876-1908. During this period, financial and non-financial incentives were frequently applied. These applications resulted increase in both production and the number of mining entrepreneurs.
