Education is a deliberate culturing process. This process teaches the knowledge, skills, habits, values and attitudes necessary for each individual who opens his eyes to life, by discovering his inherent talents, to survive in the society he lives in. This equipment helps the individual to control his own life, to meet his needs and to reach a status in the society. Thus, the individual can meet his own needs by being productive without the help of others, thanks to the knowledge and skills he has. It is a socially desired phenomenon that individuals are productive and able meet their own needs without the need for others. While inclusive education aimed at people with disabilities, which has become more mainstream in Turkey, indicates important developments in terms of cognitive, affective and physical development of individuals, it also contributes positively to the socialization and social cohesion of individuals. Education not only has the power to improve the development of individual interests and abilities to biological boundaries, but also has important functions in terms of providing equal opportunities to individuals in education. The needs of inclusive education students with special needs can be realized through individualized education programs. Although inclusive education has not yet reached the desired level of prevalence, it has the feature of being a very important door for individuals with disabilities. By making a literature survey, this study aims to theoretically deal with the development of inclusive education in the world and in Turkey, its benefits for people with disabilities, problems faced during its process, its contributions to opportunity equality and the importance of individualized education for inclusive education.
