Turkey was struggling against the effects of the War of Independence and trying to build the revolutions in different areas together with educational reforms during the inter-war period. Particularly, the Great Depression made statist economy politics become prominent in Turkey. By the establishment of revolutions, CHP (Republican People’s Party), as a one-party rule, exercised controls in different Anatolian provinces via city administrative boards and regional departments in Turkey in 1935s. One of the reports related with Konya was prepared by Adnan Menderes. Konya City Administrative Board, according to the report dealing with Konya in many ways, was generally unsuccessful. Menderes also made some evaluations on the reasons of the failure. Menderes’ report was supported by O. ?evki Uluda?’s Konya tour reports as well. Adnan Menderes’ 1935 report was compared with ?evket Ödül’s Konya tour report of 1 July 1942. Similarities and differences between the determinations of the report prepared 7 years later and the determinations made by Menderes were tried to be revealed. The subject includes social history scope as much as politics. Halkevleri (People’s Houses) and other cultural foundations were also discussed within the reports as well as the political party.
