Nowadays, it is seen that there are changes and developments in economic, social and technological fields. In this context, it has been inevitable to make changes in the understanding of strategic plans and organizational culture, which have a significant impact in ensuring the superiority of the competition between the public institutions. Strategic planning and organizational culture are the most important ones among these changes. Recently, there have been many studies on organizational culture and strategic plan. These studies were carried out on the effects of organizational culture or strategic planning on other issues and their effects. As in every organization, it is expected that municipalities will respond to the common needs of the local community in the best and desired manner. In order to meet these expectations, municipalities will be able to implement the strategic plan that they think will be the most efficient and effective by taking into consideration the culture of the members of the organization inside and outside the institution. The strategic plans made as a result of the alignment of the right strategic plans with the organizational culture will be successful. The aim of this study was to include 220 people working in Karaman Municipality and 172 people from 193 questionnaire forms were considered as evaluable. The aim of this study is to determine the relationship between the organizational culture and the strategic planning process of the employees of Karaman Municipality. A meaningful difference between organizational culture and education level was found in Karaman Municipality which was implemented in line with the purpose of the study. There was a significant difference between strategic planning and educational status. A significant difference was found between men and women in terms of organizational culture and a significant difference between men and women in terms of strategic plan.
