Topics of organizational commitment and promotion seem to be topics which are popular in their fields and discussed continuously. Organizational commitment means employees’feeling of belonging to their organization and it is thought that organizations will reach success faster and more easily depending on the level of this belonging. Therefore, we see that extensive studies are made to create organizational commitment in organizations and to increase levels of this commitment. It can be stated that the issue in this context is which variables influence organizational commitment. Thus, it is seen that intensive studies and analysis have been made for a long time to determine variables influencing organizational commitment. Promotion is thought to be one of the important issues in management science. In our study, public employees’ perception of justice about organizational commitment and promotion in public sector are evaluated in detail considering the importance of both issues and we also try to analyse their perception of justice about promotion influences their organizational commitment. Therefore, we used to display public health employees’ perception of justice about promotion in their organization whether or not as one of the variables influencing organizational commitment and which is regarded as an important concept in organizational literature, and for his purpose, scale of organizational commitment developed by Allen and Mayer was used. Besides, a second questionnaire was applied to analyse public employees’ perception of justice about promotion. We aimed to identify the relation as a result of analysis of the findings of both questionnaires with the help of Tukey and Qui square statistical methods. As a result of statistical calculations we made, we concluded that, among medical employees working in Bart?n province, there is a relation between public health employees’ perception of justice about organizational commitment and their normative and emotional loyalty. But at the same time, we didn’t find a relation between continuity commitment with perception of justice.
