The purpose of this study, through the career management of public servants, is to examine the factors that condition the behavior of public servants at work. To do this, a survey was conducted at the Ministry of Animal and Halieutic Resources. The qualitative methods through the free interviews and the collection of some quantitative data, allowed us to collect the necessary data and to reach the following results: the system of management of the career of the human resources set up in the general statute of the public service has been diverted to make way for political ends and tribal relations between actors. This situation is differently perceived according to the position of the actors and leads to a reinterpretation of the behavior of officials at work and the deviance of the regulatory texts that govern them
