Development plans are studies for the purpose of determining the system and the failures in the country based on scientific datas. The purpose of these programs is to try to raise the economic, social, cultural and welfare levels of the country to upper levels. The importance and necessity of recreation is an inevitable reality when going out from these headings. The aim of the study is to examine the programs in which recreation, leisure time and free time are taking place, which have been drawing attention in recent years in the development plans made in our country.This study is a qualitative research based on document analysis in the context of recreation, leisure time and free time on ten units five year development plans covering the years 1963-2018. In the study, the research data obtained by document examination were interpreted which is analyzed by descriptive analysis method.In these development programs examined, it is seen that the importance of the recreation is understood more clearly in every five years periods and although there are fluctuations year to year, studies are carried out in order to bring the recreation to better places in this direction. It seems that in the early stages of the program, the recreation which is considered as a normal concept and slighted with restrictive provisions developed in over time and it has been begun to be accepted its existence as a science field in time. It is observed that recreation participation and consciousness of our society can not be reached to sufficient levels despite deficiencies in the field of recreation have been identified and a number of plans have been made in order to overcome these identified deficiencies.As a result, not only planning and programming, but also emphasizing the studies related with the importance of increasing the functionality of these plans and programs would be more effective in creating a society which has high welfare level and healthy.
