Intelligence is individually related to all national power elements and it is one of the most important power elements today. Intelligence is an indispensable non-armed power of states. Without intelligence, all evaluations of decision-making mechanisms of states will come to nought. In other words, decision-making units of states are clients of intelligence. In our recent history, there is almost no incidence which is not dependent on the intelligence element. Therefore, if any incident taking place in the recent past or today would be analyzed within the framework of international relations, one should not ignore the intelligence related dimension of that incident. This study seeks answers to questions like “what is the role of intelligence activities on effecting national policies?” or “are the intelligence activities designed according to the national policies?”. In other words, the essence of this study is based on the question “what kind of a connection is there between the national policies and intelligence activities?”.
