Humankind has been affected and transformed by various kinds of components in the course of history.Likewise, the science and the technology come first among others which mostly affect people in the present world.In that case, it is important to re-assess the technology.The approach on that point, on the other hand, must be the consideration of the positive and negative aspects of the science and technology, comprehensively.When the science and technology are assessed from this side, it is seen that they solve many practical needs of people.However, the same science and technology also brought many problems together.These problems are mainly matters of ontology and ethic.Since the technology has an important seat in the life of modern individual, it is not seen possible to remove the technology from the life.This requires the control of the technology.When the historical process is considered, it is seen that the technology is controlled by the religion, state and education items
