This study basicly aims to define the role and importance of Midhat Pasha and Sultan Abdülhamid II in context of Ottoman modernization. By setting up a comparative methodology, it’s esteemed in a duty to criticise historiogrophy which could be called parrot fashion and non-inquisitorial. As a research of an alternative paradigm against to the ruling understanding which has been polarizer and also based on absolute role attributions, it’s tried to develop a new analysis, a new perspective by putting forth the novelty, continuity and integrity in Midhat Pasha’s and Sultan Abdülhamid’s reformism for consideration. In this context, it’s offered a new historical classification for Turkish modernization and argued out that the era of these two names would be accepted to read as the “II. Tanzimat”
