As a type of religious communication, the khutbahs serve as an important religious service and widespread religious education in bringing the religious messages to the masses. One of the most important elements of the khuhbah is the subject of religious knowledge, emotions and thoughts.The khutbahs (sermons), beyond being an element of an Islamic congregation, were sometimes considered a sign of sovereignty, sometimes used as a propaganda object of political power, and sometimes acted to inform and warn believers.During the Prophet and the four caliphs, the subjects of all aspects of life were discussed in the sermons. Along with the Abbasids, the khutbahs until the late Ottoman period were often a symbol of political authority. In the history of the Ottoman Empire, sermons were time-based and repetitive. Since the last period of the Ottoman Empire, the language of the khutbah and, accordingly, the issues of khutbahs and their contents began to be raised. In this period, together with the movements of khutbahs, innovations and movements, it has been accepted as a very important communication tool in terms of informing and informing the public in every subject. This understanding continued with the establishment of the Republic. Since the establishment of the Republic, the dominant cadres of the Republic and the ones who continued their policies, the coup administrations and the governments have controlled and used khutbahs as a political tool for the realization of their goals. As a matter of fact, the khutbahs have been evaluated and used as a tool for the re-establishment of religion-state relations throughout the Republic, to adopt and inform new religious interpretations and attitudes.In spite of all this, the Presidency of Re ligious Affairs tries to enlighten and educate the masses on beliefs, worship, morals and social issues with khutbahs. There have been changes in the historical process in determining the issues of khutbahs and shaping the content, some issues were given more weight in the period and some concepts were given more emphasis. It is felt that there are effects of some conjectural variables in the country and in the world, changes in the perception of religion and the world. In the article, it has been tried to reach the studies which have been carried out to date with the literature review method.
