THE ANALYSIS OF THE DECISIONS OF THE NATIONAL EDUCATIONAL COUNCILS

The aim of this study is to determine the distribution of the decisions according to councils by analyzing the decisions of nineteen councils held between 1939 and 2014. In this study, one of the qualitative research models, content analysis method, is used. During the data analysis, the decisions of the councils were analyzed and at the end of the analysis, the decisions were coded under certain themes by categorizing them. Eighteen themes were determined in total and sub-categories were created related to these themes. When the findings were evaluated in general; the theme ?Teachers? came into question in sixteen councils and it became the theme most decisions were made about. It followed by the themes such as; education and training curriculums, the school learning periods, early chilhood education, higher education, vocational and technical education, textbooks, and textbooks and teaching materials
