The purpose of this research is to study the MA and PhD thesis on program development in graduate levels from various aspects. The data of the study were gathered from the thesis database of the Council of Higher Education with the keywords of “Program Development in Education” and “Program Development”, without a timeframe. Then 28 MA and PhD theses which were accomplished between 1998 and 2014 were obtained. These theses were studied through document analysis method according to the variables such as; university, year, research topic, research method, research design, sampling type, data gathering tool, and data analysis technique etc. SPSS 20,0 program was used for the presentation of the research data; descriptive statistics such as frequency and percentage were also provided along with the purpose of the study. As the results of the research, it was found out that; most of the studied theses are MA thesis, most of the theses were published between 2005 and 2008, and also most of them were published in Educational Sciences Department. In addition to that, most of the theses used survey/descriptive design and they mostly preferred mixed research method. Furthermore, it is fair to say that most of the theses preferred written documents as data gathering tool and as sampling they mostly prefer academicians and undergraduate students. According to research results, when the data obtained from the theses in the database of the Council of Higher Education were analyzed, it was observed that the theses were mostly focused on certain educational programs (higher education, primary and secondary education), while programs for special education, in-service training, and common-public education etc. were ignored. Therefore, program development and evaluation studies for aforementioned education fieldscan be suggested.
