With the changing world of understanding, texture of the city have also been forced to adapt to these changes. Change is in the city emerges as the spatial transformation, this transformation, diversification of transport networks and industrialization or be integrated into the global market are the following changings. In addition; within the concept of a city development, it should also be introduced to the city's attractive side with city's recognition . With reference to these, the provision that the improvement of transport facilities to the city, it is worth to consider the responsibilities of municipalities in urban planning that dominated the local actors. The aim of this study is what the similarity or dissimilarity of cities within the concept of isectoral developments, wheter or not these are form completeness as a region and determining what are the problems. With this aim, 2009-2014 local elections period is discussed. The methodology includes the municipalities within the scope of the subject of study TR83 2009 activities they do in the development of the infrastructure of their city after the local elections and the city's economy and contribute to reports published over the city has tried to be measured. This contribution is being provided, which is what the development indicators of a city, the city's level of recognition, the features TR83 Region, the position of the central municipality under this area are included. TR83 in 2012 due to a metropolitan province of Samsun in the scope of Law No. 6360 should Metropolitan Region and also the place is given to the various changes taking place in the municipality. Thus, the level of development of urban centers in the attitude of the municipality, location and effects laid into consideration, it is intended to contribute to a better understanding of the studied cities of the development process.
