With Law No. 6360, the service area of the metropolitan municipalities, as well as of water and sewage administrations, have been transformed into provincial property boundaries. Thus, service production and presentation process has been initiated within the scope of rural areas, apart from the the places where population density is high. In this article, it is aimed to read the table which is formed as a result of providing water and sewerage administrations within the provincial property boundaries, through the budget events. In view of the fact that the findings are more understandable, the issues identified in Mersin Water and Sewerage Administration, which is a special purpose metropolitan organization, have been tried to be interpreted. As a result, it has been seen that the reasons such as the expansion of the service area, the increase in the distance to be taken by the service and the decrease of the population density have increased the cost of the investments made, thus the budget expenses. On the other hand, it has been found that the legislator has taken measures to protect the citizens living in the rural areas economically by the means of various regulations. These legal constraints, seemed to reduce the budgetary revenues of the administrations.
