In Turkey before the twelve year compulsory education, preschool education was included in the compulsory education in 32 province in 2009-2010 school year and the pilot scheme was started with the first step of the four year long transition period of the compulsory preschool education. In this research, it was aimed to evaluate the process of the compulsory preschool education which has been started in 2009-2010 school year in Turkey. For this purpose, views of 661 school principals and 280 preschool teachers working in public primary schools in Tokat dependent on The Ministry of National Education was examined. The data of the research was acquired through “The Evaluation Scale of the Pilot Scheme of the Compulsory Preschool Education”. The results revealed that, school principals and preschool teachers have a positive approach towards the preschool education, conversely it was found out that there are deficiencies of the physical substructure especially in schools and classes; adequate number and quality of preschool teachers were not employed and enough financial resources were not allocated by the state.
