In modern sense, prisons have emerged in Europe with industrialization. In the Ottoman Empire, prisons emerged after the Tanzimat with the restructuring of the administrative units. These places, formerly called mahbes, were places where the criminal's waited trial or punishment. These were usually places such as cellars or warehouses under the houses of the provincial buildings or administrators. The prisons began to be built as an independent units after the Tanzimat and it became places where the criminals were rehablitated. Urfa Prison was established in the late 19th century. In this study, the physical changes of the Urfa prison throughout the Ottoman period, health and safety conditions of the prisoners, the types of the criminals and the positions of the prison officers in the prison will be studied.
