Human resources namely the population is among the most important dynamics of a country or a region. Therefore, it should be taken into consideration both with its quantitative existence and with its various demographic characteristics in the plannings and investments to be held, The population of Tunceli province that forms the research area was discussed within this context. In addition to the change in the population of Tunceli province during the Republican period, the geographical distribution of the provincial population, age and gender structure, and rural-urban population ratios were discussed in the study. Besides, Tunceli was reviewed in terms of the migration phenomenon, and the provinces where it allowed immigrants and especially the regions where it emigrated were added to the study and the reasons of migration were emphasized. In this study that used the data of Turkish Statistical Institute it was emphasized that Tunceli is one of the cities which has the smallest population of our country and that this is the most important factor in terms of the migrations from Tunceli. When it is considered that the terrorist incidents in the region and the economic constraints triggered by these events are the most important reasons for the migrations, it can be said that the creation of an environment of confidence by freeing the province from terrorism will cause economic revival. Besides, the fact that the working age population ratio is quite high in the province population shows that it is within a period called demographic window of opportunity and which enables the economic growth of the province.
