Reform movements that emerged in the last century of the Ottoman Empire, in addition to various movements created within the state and society, the y also encountered some reactions. In the second constitutional period, innovators and opposites, on different topics they became part of the intellectual discussions. In a free press environment, wanted to spread new ideas with press way to the community. It was Ijtihad magazine that together the ideas of westernism and intellectuals. Ijtihad magazine was very interested in the events that were closely related to the society. ?n this process of freedom and innovation, women's hijab shapes changed dramatically and discussions related to the hijab began. The Ijtihad magazine argued at this point that the hijab could be discussed and the woman could be free. On the contrary, the Islamic section was disturbed by these discussions, as it would cause a moral collapse in society. On the other hand, conservative writers claiming, that the woman was liberated with hijab, against began to criticize the western writers. Thus, a multipolar discussion environment occurred with the participation of Turkist and Ottomanist intellectuals. With the discussion of hijab, also the situation of women in society was discussed. In this study, the Ijtihad magazine at the center of the discussions and a few articles on hijab has been examined. Also in the article, the concept of hijab and ijtihad magazine authors' the perception of hijab and solutions offers to the problem of hijab have been analyzed.
