The cities, as places where people live together, are vivid components and are permanently undergone change in terms of economic, social, cultural and political. Due to the fact that the cities are of brightness characteristic, the people, who live in the cities, try to begin a new quest and because of this situation there is a need for representing themselves. At this point, Non-governmental organizations operate actively and the people are included in political process.
In Turkey, the city administration, as a rule, which is devolved authority to municipality whose decision making body is involved in duty by free elections. Political participation and representation in the city administration are process of being allowed to the dwellers right to speak in administration as an opportunity is the general name of them.
Political participation is an activity to declare an opinion on the purpose of having an opportunity to right to speak in the council. Representation as a double faced phenomenon both to give the dwellers right to speak in administration and enable to control the people, who came into force by free elections.
In this study, it will be examined the problem of the city dwellers’ political participation and representation in the city administration by using a literature review. In this context, there will be a theoretical discussion about how the municipality council serves its functions in an effective way or as a requirement of the need of serving. The most important component of this discussion is to emphasize the characteristic of representation of Non-governmental organizations. In this study, the anticipated result is to resolve the feasibility of the political participation and, thereby, representation problem of city dwellers to be discussed by the municipality council.
