The concept of sovereignty is among the most important concepts in terms of the state order in the past to the present process. When the concept first emerged, it has been described as general, unlimited and the absolute. Machiavelli is one of the thinkers who argue sovereign power that is in line with an absolute, unlimited and general understanding. Before Machiavelli the sovereignty was the source of divine. Limiting the sovereignty was through being connected to the divine laws. With Machiavelli, the sovereign power had been to the ruler. Thus, the understanding concerned with the sovereign power was replaced by a worldly understanding. In this study, the opinions that Machiavelli put forward about sovereignty and the contribution to secularization of the concept is evaluated.
