The socioeconomic change-transformation process brought about by the globalization created significant changes in the management paradigm especially since the end of 1970's, and a rapid transition process from the traditional management concept to the new management concept has been experienced. This new concept of management, which is called "governance" as a conceptual provision, has been applied in local administrations. In this study, the effectiveness and role of the City Councils, presented as a local governance example or mechanism, was questioned on principles such as legitimacy, transparency, accountability and participation, which are the essence of governance. In this context, the conceptual expansion of the governance and its basic foundations are put forward and the decision of the city councils concerning the city administration was evaluated with regard to the relation with the municipal government which is the most effective local government unit and the determination of the production of urban policies. The study was an argumentative study and the literature survey was conducted to evaluate the preliminary assumptions of the governance concept.
