The Ottoman administration, together with the Tanzimat, began to institutionalize in accordance with the European systems in the internal security system. An important step was taken in the safety system with the establishment of the Zapdiye Organization (Ministry of The Police) in 1846. In 1879, Ministry of The Police was established and the ministry working bodies was widespread in Istanbul, Rumelia and Anatolia. However, due to the social texture and geographical conditions of Arabia and Hijaz, Ministry of The Police did not fulfill its full mission here. Until the First World War, when they continue attack and loot against the pilgrims and civilians, to provide internal security, The decision to establish was decided the dromedary battalion in Medina and a lâyiha was prepared. It is decided that the name of the organization to be established in the first place shall be "Camel Corps Battalion " , but this name was changed on the need to be seen, and the name was given as "The Dromedary Battalion". The reason for setting up this battalion is briefly “to be used the occasional against the government contumacy and the people unfairness in the Hijaz region”. This battalion will be set up in Medina. It is expressed in the presentation of the lâyiha. The lâyiha is composed of three parts. The first section is divided into four sections, the second section is divided into three sections, and the third section is divided into five sections. I would like to briefly explain some basic structure of the language. Those who serve in the The Dromedary Battalion are counted from the gendarmerie class. The battalion consists of four divisions and each division consists of three divisions. The soldiers will supply their swords themselves, but weapons and ammunition will be given by the state. Each dromedary armored soldier is obliged to take their own suit according to the specified example. These soldiers are paid salaries under the name of Mahsûsât
