Reviewing public administration literature, despite the fact that there is no consensus over the definition of public policy, public policy might be defined as “every action and inaction of public administrations for a certain issue”. Migration governance and policies as the research topics of public policy, which covers an interdisciplinary research areas and as a hot topic recently, is a necessity rather than an alternative to deal with the intense migration wave that Turkey has faced. The purpose of this study is to historically evaluate and analyze Turkey’s migration policy after a massive migration wave which transformed Turkey into a central country rather than transit country. In this study, after a conceptual analysis of migration, “governance of migration” in an institutional context and “migration legislation” as a public policy tool will be reviewed and subsequently the historical development of migration policy will be addressed.
