With the notables’ submission to Ca’fer b. Mu’tazid under the epithet of “al-Muktedir Billah” who was just thirteen years old after Muktefi Billah’s death in 295/907, Muktedir’s mother Seyyide Sagab started to display her authority on the administration. Seyyide Sagab, who ruled the country for twenty-five years during his son’s period and whose authority was acknowledged by everyone, stands as an exception in the history of Abbasid State. Having vast influence on his son, Seyyide Sagab made arrangements in the forms of appointments to the highest ranks of the state or dismissals when she felt the necessity. All the viziers were afraid of her due to her authority on the state administration and would shiver with fear when her name was mentioned. Moreoever, she paved the way for the other women in the field of administration and employed them in significant positions.
